Reginald Ernest Groundsell was born at Bosham Sussex on 5 October 1887 (this corrected from date given as 1885 when he first joined). He joined the RN as a Boy 2nd Class on 27 July, 1903 at the age of 15. He was advanced to Boy 1st Class on 8 March 1904, to Ordinary Seaman on 8 October, 1905 and then to Able Seaman on 26 July, 1906.

Further advanced to Leading Seaman in 1912, . He remained a Leading Seaman until disrated aboard HMS Queen Elizabeth shortly after receiving his 3rd Good Conduct Badge. The details of his offence that caused his disrating are unknown though his GCB was restored in 1919. He remained an Able Seaman for the rest of his career and was pensioned on 7 October, 1927.

Groundsell was awarded his Good Shooting Medal whilst serving aboard HMS Bonetta - a destroyer which had been accepted into the RN in 1909. He served at sea during the Great War in Princess Royal and Queen Elizabeth. For his service, Groundsell also received a 1914-15 Trio, and the RN LSGC (likely in 1921 or 1922 - the annotation on his record is illegible.
