William Arthur Edward Harper was born in Horsham, Sussex in 1893. He joined the Royal Navy in 1911 as a Boy 2nd Class. During the First World War he seved aboard HMS Queen Elizabeth and later on HMS Sandhurst. He continued to serve in the inter-war period and through the Second World War reaching the rank of Chief Yeoman of Signals. He was released from the RN in 1946. His LSGC was awarded to him in 1926. He died in Manchester in 1980.
