Paul Whitney Earl, CBE, CStJ was a notable Canadian who served in both World Wars and the Quebec Government. 

He was appointed as a Sub-Lieutenant RNVR and later as a Lieutenant. He served in the North Sea, Mediterranean, Black Sea and Caspian Sea in motor launches on coastal patrol and anti-submarine duties in World War One. (He was demobilized). (He was mobilized for World War Two service 1940). He was appointed as an A/Lieutenant (Temp.) RCNVR (With seniority dated 01/07/1940). He was appointed as a Lieutenant-Commander (Temp.) RCNVR (With seniority dated 01/10/1940). He served in NHQ as Director of Reserve Divisions and Chief Recruiting Officer 1941. He served in the Montreal Division RCNVR as Commanding Officer 1940-42. He was appointed as an A/Commander (Temp.) RCNVR 1942. He served as Staff Officer to the Commanding Officer Reserve Divisions 1942. He was appointed as a Commander (Temp.) RCNVR (With seniority dated 01/01/1943). He served as Deputy Commanding Officer Reserve Divisions 1944. He served as Naval Officer-in-Charge Montreal and Commanding Officer HMCS Hochelaga 1944. He was appointed as a Captain (Temp.) RCNVR (With seniority dated 01/01/1945). He served in NSHQ as Chief Staff Officer Reserves and Member of the Naval Board 1945. He served in NSHQ as Chief of Naval Personnel 1945. He was appointed as a Commodore RCN(R) (With seniority dated 01/02/1946). (He was demobilized 01/07/1946.) He served as the Officer-in-Charge Montreal Area and Senior Officer In Command in 1952. 

He was the President of the Navy League of Canada. He was a Member of the Quebec National Assembly and served as the Provincial Minister of Revenue in the Quebec Government.
