Frederick James Willcox was born in Exeter, Devon, England in 1886. He joined the Royal Navy in November 1904 - signing on for an initial term of 12 years service. In 1910, he proceeded to Canada under the Canadian Naval Service Agreement. Initially planned to be a 2 year term, he was "retained indefinitely" by the Royal Canadian Navy. He served in HMCS Rainbow, Niobe and Lady Evelyn during the war, eventually being advanced to the rate of Stoker Petty Officer (SPO). He was discharged in 1919.
