Troop Serjeant Major Owen was born in Georgetown, Prince Edward Island, Canada in 1874. He had two years previous service in the Canadian Artillery when he enrolled in the North West Mounted Police in February, 1900. He completed his training in Regina and was posted to Depot Division. After serving for a little over a year, Owen received a discharge to serve in the South African Constabulary and proceeded to South Africa. He was promoted to Troop Sergeant Major during his service with the SAC but purchased his discharge sometime in 1902. ("No Colours, No Drums" refers) Owen remained in South Africa and died in Durban in 1953. Details of his life following his SAC service remain unresearched.
